WEBI usually go 30-34 lands, 4+ other mana pieces (prioritizing those with low cmc), depending on how low/high the curve of the deck is. The only times I get mana screwed/starved are the times I don't mulligan when I probably should. I'm also a person who sticks Mana Crypt and Jeweled lotus in any deck I think they'll help, though.

It can be safe at one point on the curve and not at other points. It's busted anywhere above a certain level. What we should be asking is where is the most busted, relative to the environment it's in.

[[Thalassa's Oracle]] is a poor/ok card to play for leveling but a strong combo card. [[Smothering tithes]] is a fantastic value machine but not a combo piece.

WEBIt's definitely not on par with banned fast mana in commander like Channel or Tolarian Academy. Generally in the early game it isn't much different than Dark Ritual, Pyretic Ritual, Sol Ring, etc. Dockside's combo potential in the mid-late game isn't that different than Peregrine Drake or similar cards either.
