NORTH HAVEN, CT. (WFSB) - Two people were arrested following an investigation into retail thefts across New England.
Jinghai Fang and Binbin Ge, of Queens, N.Y., recently received plea deals after making partial restitution to a Hagerstown-area senior due to scam.
