Plans for the Senate Appropriations Committee to approve a Justice Department funding bill collapsed on Thursday amid a Republican revolt over an amendment about where to put the new FBI headquarters.

Thursday's markup of three spending bills could include debate on funding for weather forecasting in the aftermath of recent floods.

"It only passed the house by one vote with a $2.3 trillion increase in the debt. To ask the House to vote for a bill that increases the national debt by $3.3 trillion, that's a hard sell for fiscal conservatives in the House. So it's not a done deal," Abrams says.
